  • Potency Limit: ≤0.4 mg total THC per container for ingestible, inhalable, or topical products. 
  • Ban on Synthetic/Converted Cannabinoids: Prohibits Delta-8, Delta-10, THC-O, and similar compounds. 
  • Industrial Hemp Carve-Out: Fiber, grain, and non-cannabinoid uses remain legal. 
  • FDA & HHS Role: Will publish lists of natural vs. synthetic cannabinoids and define psychoactive similarity.
